You can see a bubble in the tire created by broken support cords, the result of blunt force trauma such as a hard curb hit. This protrusion is a warning sign of imminent failure (blow-out) which is very dangerous at highway speed. Although often inconvenient, state inspections help catch true safety items like this every day.
